Most growers go year by year in regards to fire blight risk assessments and if they feel they are at risk and their entire orchard could die they will spray the antibiotics listed above. If the models of moister and bloom time don't show immanent threats they generally pass on spraying their orchards. As I said, it's grower and site specific. Hope this helps.
